Bagels...
...good ones, in the form of readymade sandwiches, at Apollo bookstore cafe in Old Town Tallinn. As far as I know, the first in Estonia since Wayne's Coffee briefly had them after the chain came to town.
They are chewy. They taste a little more like a French bread than I would like, but close..close to NY. Maybe they are Montreal bagels since the owner is Canadian.
Pizza Americana in the Old Town is vintage Chicago style pizza. I have no complaints. There's also wood-fired Neapolitan place in the wilds of Lasnamäe. No complaints about pizza in Estonia.
I sense bagels are unlikely to be sold in stores, but could be a diggable gourmet item at a few cafes.

Are they good or European good? Tough finding a decent bagel over here.

Apparently they serve bagels at MUSEUM brunch on Saturdays and Sundays (Museum as the trendy lounge-restaurant in Tallinn)
Do Estonians dig bagels?
They have no idea what pizza means for example.
